This story was funny. There was light snow on Friday. Eager to avoid another disaster, the NYC government wasted a bunch of money overpreparing!
That's State bureaucrat thinking. They're more concerned with avoiding disaster than being efficient.
State bureaucrats are working on the last problem, rather than the next one.
