What is the true purpose of a "fire drill"? A fire drill trains people that, in an emergency, they will blindly obey the orders of policemen and firemen. A fire drill is not a "safety drill". A fire drill is a "following orders drill".
For example, during the 9/11 terrorist attack, workers in the second tower were ordered to return to work. Even though a plane had just crashed into the neighboring tower, workers were assured that the other tower was safe and they should return to their desk. Some people said "**** you!" and started walking downstairs anyway, disobeying orders. Some slaves obediently returned to work, and were unable to escape after the 2nd plane crashed into the building. The alien overseers say "This is natural selection at work!" The mindless slaves died and the independent thinkers survived.
It is important to condition people to feel helpless without the State.

So good to live in a country, where ths State in not considered efficient. All our drills are - "solve it BEFORE the PD/FD are here".
